Add instructions to install cloe-launch without cloning #116

It can be useful for users who use an Artifactory for package management to just install the cloe-launch Python tool. This can be done with:

pip install 'git+https://github.com/eclipse/cloe@master#subdirectory=cli'

We should document this.
