Unable to create an MFA key for an AWS user

Description

1. Successfully create an MFA key for an AWS root account using the Chrome browser on Linux Fedora 40.
2. Attempting to create an MFA key for a user in that AWS account fails.
3. Scanning the QR code in the same manner that worked for the root account fails to get a response to the QR code.

The attempts occurred within 10 minutes of each other.

FYI
A key can be created for the user using a Chrome incognito window, perhaps because the QR code changed, but the
joy is short lived. Ente Auth displays a key as expected but when the user logs out and then logs in, AWS IAM indicates that MFA should be added.
