Release health - When no user session data has been send in, revert the crash free user rate to 100% instead of 0% #80654

Problem Statement

Currently when I only have snippets of ingestion of user sessions the chart is going from 0 to 50% and back to 0%.
I want to have this reverted that when I don't have data it shows as 100% and will drop to 50%.

This use case is because some projects don't have high volume so it's not possible to keep sending in sessions over the total timespan.
