Navbar/Togglebar is not available in Tablet or Mobile mode.

Current Behavior

In Tablet and Mobile mode of website, navbar/toggle bar is not availabe. There's no issue in Laptop mode, issue only lies in table and mobile mode.

Expected Behavior

Togglebar/Navbar should appear in small devices as well

Environment

• Host OS: Linux
• Platform: Docker or Kubernetes
• Meshery Server Version: stable-v
• Meshery Client Version: stable-v
