[enhancement]: Allow additional log file publish with PublishTestResults@2

Using Robot Framework we can upload the Xunit report but there is very little detail in this report. We need the log.html report uploaded so we have all the details if a failure occurred we can see exactly where it failed.

For now I can do this with the API but its a pain even to get the test run ID. it would make it super nice if we had the ability to add additional non test log files.
