It is useful for some detailed wake simulations to understand turbine rotational speed at a given operating point. At present, rated_rpm and cut_in_rpm are given in the turbine section but it would be possible to include an actual RPM curve on the same parameter basis as cp, ct. This would be specific to each mode.
Note: if not given, it's general practice to assume a linear variation of rotational speed between cut-in and rated

@stephenholleran notes that WindFarmer takes RPM curve as an input into the wake model. Nick notes that there's an input in a decay term in some near-wake models.
