Migrated browserify/issues to browserify/discuss/discussions

Since the creation of https://github.com/browserify/discuss which used GitHub Issues for discussions, there has been two notable launches: GitHub Discussions which is a new tab with appropriate features for discussions, and GitHub Organisation Discussions which links the discussions of a repo to an organisation, enabling better discoverability.

I've gone ahead and enabled discussions, migrated the discuss issues to discussions, and made the discuss repo's discussions the linked org discussions. This will allow us to better collab, by providing the appropriate discussion features, and improves visibility of this collab to other maintainers who had to previously go searching for the discuss repo (on a secondary page) to discover the collab.

As the discuss repo last had activity in 2017/2018 it seemed to fall under the "take individual initiative" principle here: https://github.com/browserify/admin?tab=readme-ov-file#principles

I've had good success with GitHub Discussions for discussions, especially when they are org focused as they were here. For actual issues, then I concur GitHub Issues is superior.

Re 404's (mentioned in twitter DM), I've temporarily reenabled the issues tab on the discuss repo so the notifications people have received for the migrated issues will redirect correctly
