Orca may not reclaim lock if disconnects and reconnects

On this shift (https://snopl.us/shift/view/1629f343a5b34d0dbe6a4683ecf2f8e5) orca briefly lost internet connection and after that the Noel server seemed to think orca wasn't connected. I think perhaps the orca lock got dropped by the disconnect and it wasn't picked up again afterwards, or something like that. The problem was fixed by closing and re-opening orca
