https://github.com/eslint-community/eslint-plugin-eslint-plugin is great! And it's even recommended under https://eslint.org/docs/latest/extend/plugins#linting. Let's add it to this repo!

Additional Info

If any one new rule contains many reports, it can be disabled with an issue filed to later enable it.
