This updates the maturin version used by Python, all Rust dependencies, and re-generates the CI script.

I've tried adding allow-prereleases: true to the setup-python action, but apparently that's not what sets up the various /opt/python/cp37-cp37m/bin/python versions that maturin discovers -- apparently those rely on whatever is in the host system, which it seems can't be updated.

Leaving this open until 3.13 is actually out, and a new release should finally also build that.

Blocked by actions/runner-images#10758

The attempted workaround seems not to work: The specifically installed 3.13 is not used (and then more things go wrong).
