Make sync bulk indexer respect
flush::bytesto roughly limit the bulk request size.Sync bulk indexer is used when
batcher::enabledis eithertrueorfalse. In order words, sync bulk indexer is not used whenbatcherconfig is undefined.Link to tracking issue
