Sync from upstream TF is broken again as they change file locations. We need to update our sync manually to keep up with these changes as we only check in select files.
Repro for this PR is:
ci/tflite_files.txtto include the 2 new files, and run theci/sync_from_upstream_tf.shto sync and bring in those 2 new files.BUG=374759722
